Goals
1. Enhancing mechanisms for equality in education in partnership with agencies and organizations caring for and assisting Bangkok's early childhood groups.
2. Establishing an information system for planning to reduce inequality in education and monitoring to assist both formal and informal early childhood groups in Bangkok's educational system.
3. Establish guidelines for locating, screening, and assisting poor and disadvantaged early childhood children outside formal education to return to the provided government service system.
4. Have guidelines, training courses, and tools for teachers and child care volunteers in preschool child development centres, and convey the teaching and learning process to prepare young children for elementary school.
5. Have a network of operational sector and policy sector cooperation partners in caring for and assisting poor early childhood groups in early childhood development centres and non-formal early childhood children.
6. Have policy proposals to support the expansion of the development of aiding disadvantaged early childhood groups in early childhood development and non-formal early childhood development institutions in Bangkok.
Objectives
1. Develop and bolster education equality mechanisms in Bangkok's early childhood care and assistance programs in collaboration with agency and organization partners.
2. Develop an information system to reduce educational inequality and monitor and assist early childhood groups inside and outside Bangkok's educational system.
3. Develop guidelines for locating, screening, and assisting poor and disadvantaged early childhood children not enrolled in school to return to the government service system.
4. Develop guidelines, training courses, and tools for teachers and child care volunteers in preschool child development centres, and convey the teaching and learning process to prepare young children for elementary school.
5. Develop a network of operational sector and policy sector cooperation partners in caring for and assisting poor early childhood groups in early childhood development centres and non-formal early childhood children.

Productivity/ Results
1. At least 10,000 poor early childhood groups in early childhood development centres have received assistance, and at least 1,000 non-formal early childhood children in Bangkok have received help to access appropriate services at preschool child development centres or kindergartens.
2. At least 250 preschool child development centres of the community in Bangkok meet the minimum requirements of the National Early Childhood Development Center standards.
3. Situation and analysis of the expansion and development of assistance for Bangkok's non-formal early childhood children and early childhood development centres.
Guidelines and/or manuals for assisting poor early childhood children in early childhood development centres and non-formal early childhood children in Bangkok.
4. Guidelines for working with the communities, families, and caretakers of disadvantaged early childhood children in early childhood development centres and non-formal early childhood in Bangkok.
5. Guidelines for expanding performance to assist disadvantaged early childhood children in Bangkok's non-formal early childhood and early childhood development centres.
6. Have policy proposals to support the expansion and development of assistance for low-income early childhood groups in Bangkok's early childhood development institutions and non-formal early childhood children.
